By the end of century drug addiction has become a worldwide socially dangerous trend. Statistics is reporting the rise in drug-related crimes.

A lot of people today are involved into the process of illegal drug trafficking: they cultivate drugs or produce medical preparations containing drugs. Sometimes these people form organized criminal groups. This shows that there is a continuous blending process between narcotics and organized crime.

Crimes and other law-breaking acts which are related to drugs include the illegal cultivation of drug-bearing plants, the preparation, storage, transportation, trafficking, sales and theft of drugs, the use of drugs without doctor's prescription, and the violation of laws regulating the handling of narcotics. This also covers the situation when suitable conditions are created for taking drugs and those in which more people are forced to use drugs, or when people have to commit crimes in order to obtain means to buy drugs.

The law-breaking actions also cover various violent crimes that are not drug-related but are committed in order to buy drugs (theft, robbery, fraud, blackmail and others) and also violent crimes committed under the influence of drugs (e.g., hooliganism against individuals).

In sum narcotics are a negative social phenomenon posing a danger to society. This danger is expressed in the destruction of people's health as a result of drug addiction, drug-related crimes, the totality of which forms an independent crime branch (narco-crime), and the ability to turn the most dangerous and well-organized part of narco-crime into a variety of organized crime.

AT THE POLICE STATION

 

An arrested person must be taken to a police station as soon as possible after arrest. At the station, he will be seen by the custody officer who will consider the reasons for the arrest. The Code of Practice under the 1984 Police and Criminal Evidence Act made it clear that juveniles should not be placed in the cells. Most police stations should have a detention room for juveniles. The suspect has a right to speak to a solicitor free of charge and to tell a relative about his or her arrest. Where a person has been arrested in connection with a serious arrestable offence, but has not yet been charged, the police may delay the exercise of these rights for up to 36 hours in the interests of the investigation.

A suspect may refuse to answer police questions or to give evidence in court because he or she has 'right to silence'. The police must ensure that people understand the possible consequences if they answer questions or stay silent.

Questions relating to an offence may not normally be put to a person after he or she has been charged with that offence or informed that he or she may be prosecuted for it.

The length of time a suspect is held in police custody before charge is strictly regulated. For lesser offences this may not exceed 24 hours. A person suspected of committing a serious arrestable offence can be detained for up to 96 hours without charge but beyond 36 hours only if a warrant is obtained from a magistrates' court.

Reviews must be made of a person's detention at regular intervals to check whether the criteria for detention are still satisfied. If they are not, the person must be released immediately.
